Planning
Layer: Strategic | PDCA: Plan & Do | Duration: 2–4 hours | Frequency: Quarterly
Participants: Team Owner, Team Leader
Planning is where strategy meets the team. The Team Owner presents upper-level objectives, and together with the Team Leader, they negotiate team-level goals through catchball — an iterative dialogue where targets are proposed, challenged, and committed.
Inputs
- Upper-level objectives (from organizational strategy or Scale Summit)
- Previous cycle results and learnings
Outputs
- Committed team Matrix with goals, strategies, tactics, and owners
- Agreed improvement direction for the cycle
Key Principles
- Catchball, not cascade — targets are negotiated, not imposed
- The Matrix is the visual record of the agreement
- Every goal must have a measurable target and a named owner
PDCA Steps

|---|---|---|
| T1.1 | Plan | Team Owners transform upper-level objectives into team-level objectives using the Matrix |
