Events
Scale events are Check-Act cycles. They do not plan or execute — that happens in Team. They review, coordinate, and feed back.
| Event | Layer | PDCA | Duration | Frequency | Participants |
|---|---|---|---|---|---|
| Summit | Strategic | Check & Act | 6–8 hours | Quarterly / Semi-annual | Planning Leader, Team Owners |
| Office | Tactical | Check & Act | 2–3 hours | Monthly | Project Leader, Progress Leader, Sponsors |
| Network | Operational | Check & Act | 3–5 hours | Monthly / Bi-monthly | Progress Leader, Team Leaders, HSEQ Leaders |
Anti-pattern: The Amplifier Without Input
Scale events run on schedule but are disconnected from Team outputs. The Summit does not receive Review results. The Office does not receive Debriefing opportunities. The Network does not receive Circle results. The Check-Act amplifier has nothing to amplify.
How to detect: Scale events rely on ad-hoc reports instead of structured Team outputs. The connections Review → Summit (T1.3 → S1.1), Debriefing → Office (T2.3 → S2.1), and Circle → Network (T3.3 → S3.1) exist on paper but not in practice. Scale leaders prepare their own data instead of receiving it from teams.
How to recover: Each Scale event must have a defined input format that teams produce as part of their own events. If the input is not ready, the Scale event should be postponed — running it without data is worse than not running it at all.
